Left/Right Borders Around Questions on Main Page - New? (dark mode looks crowded)

Looking at the main page today, there look to be new left/right borders surrounding the questions. When I visit, I see:

This appears new (at least to me). I've been using the questions?tab=Newest page since the main page change, so I'm not sure when the left/right borders appeared. The "Newest" questions page only has top/bottom borders and not left/right. This is the way I always remember the layout.

Looking at the questions with the left/right borders in dark-mode, it makes the page appear "cramped" or "busy", especially for older eyes that may not be as sharp as they once were.

Is this a new feature? I much prefer the layout of the Newest questions page with only the top/bottom borders, which makes the list easier to scan. Others may think different.

Anyway, it was something that hit me as a change so I thought I would bring it up to see (1) is it new, and (2) is it necessary?
